You can restrict the ability to add print drivers to Administrators and Print Operators (on servers), and Power Users (on Workstations).

The Windows NT Server Resource Kit includes enumprn.exe which you can use if you need to determine which printer drivers are installed on a system, enumprn will display all installed drivers, including the version number and supported platform. enumprn is a good utility to troubleshoot print servers where the clients download printer drivers from the server.
