If you have an old modem which does not work with NT 4's unimodem drivers, you can disable:

Hive: HKEY_LOCAL_MACHINE
Key: Software\Microsoft\RAS\Protocols
Name: EnableUnimodem
Type: REG_DWORD
Value: 0
A modem that old, is probably quite slow and unless you have a special need, chunk it instead.
